There are many countries where the same problem exists. Portugal as a good example of a developed country but with very few/bad internet. Greek as well.

Most of the private condos in Puerto Vallarta now have WiFi. It sometimes takes the big hotels a wile to catch up to what the private sector is doing.

DSL High Speed Internet Access

The solution for the language communications it can be difficult, but if you have a project manager that understand, speaks, and write English that will be a good communicator to the team will be a plus for all the designers. Just like India they have one contact person to interpret what the US client wants. Sometimes it’s frustrated to understand but it works. I will try some Mexican Designer just for a shoot. I will advice the Mexican telecommunications to expand the high speed connections to all commercial business a least. I know they have home-high speed connections, I was connected to the MSN chat room with some friends in Mexico and the connection was perfect. We were using Remote Desktop for sharing information for a design project.

To give Mexico some creidt, I had similar problems in New Zealand four years ago. Among the four hotels (3 - 5 star) I stayed at, none had high-speed internet in rooms. Two had no Internet at all, one had a lone computer with a fading monitor and slow connection speed next to the registration desk, and one had a business center with two computers. Perhaps the situation is better there today.
